Default is my tps voltage right?

on the scanmaster at idle its .82 and at wot its 4.49. is this right? and if not could it have an effect on wide open throttle shifting?

I don't think it should matter. When you start the car, whatever value (eg - 0.82v) is taken as 0% and then should linearly increase to the max of between 4.30-4.60v. Make sure it increases linearly when you slowly press on the pedal.
