silver bowtie roller rocker identification help please

some have the number 1196 the rest have 1596 on them they also have the letters CR on them like that. what are they anyone know?

does anyone make a set like this that are 1.5 ratio? he said they were but he dont really know, i have naver saw a set of bowtie rockers in a 1.5
