LT1 CCP coming on at WOT?

LT1 CCP coming on at WOT?
Ever since I replaced my fuel rail with another used one, installed a compucar nitrous plate, and NGK TR6's, my '95 z28 has surged lightly at idle and at WOT the CCP kicks in and the BLM's stay at 137/137 and instead of going to fuel trim cell 18 like it did before, it stays in cell 15 until I let off.
I took the nitrous plate off and put a new gasket between the intake and TB and I still have the problem. I also took the injectors back out and checked them, one of the O-rings was tore so I replaced all 16 and it didn't make a difference.
It seems to idle fine until a few minutes after startup, then it surges from 600-750rpm.
I also pulled a spark plug this morning and the electrode was white

Any ideas wtf is going on here? Is there a way I can disable the CCP wthout throwing a DTC code? And whats keeping my computer from goin into fuel trim cell 18 at WOT like it did before?

What is your idel air count at ideal, I bet you have a vacuum hose leaking. It takes a few minutes for the comp. to start reading tps that causes the idel to search. I bet you are have tps problems or a vacuum leak.

It actually runs a bit rich at idle. The BLM's are usually between 114-124 and sometimes right at 108. The second I hit the throttle they jump up to 131.
I also reset the computer today and now the BLM's only go to 131 instead of 137, but it stays in cell 15.
I sprayed down the intake again and still couldn't find any obvious vacuum leak, I checked each hose as well. All the symptoms do point to a vacuum leak, but I cant seem to find it
Also, is it normal for the CCP duty cycle to go to 100% when you barely hit the gas?
