Are my fans bad?

Are my fans bad? Well i already had my radiator clean and flush, new thermostat & coolant,
well when your on the freeway it runs cool but when you sit and idle it gets around the 210 mark you can hear the fans run but i'm not sure if the second fan is runing high speed. when you first start the car you can see both fans turn but low speed and then once it get warmer you can hear the first fan run higher speed but i'm not sure if second fan is runing high speed.
but when you jump on the freeway the temp goes way down to about 170*-180* ( I have the 160*stat)
is there a way to tell if my fans are ok?
