Default 355 with cc306 question.

I have a 355 with cc306. I bought the car as is. The aeromotive fuel pressure regulator bleeds off into the manifold when the car is off, and if I let the dual pumps prime, the car take like 4 tries to start, takes 2 if I just turn the key without priming the pumps. Also the car seems a little rich, when at wot the car with have 3 hesatation spots, split second spots where the car will pull slightly less, almost identical to nitrous surge. I was wondering if this would be tune related or related to the regulator? Also does anyone know how I would go about getting the regulator no to bleed off when the car isnt running. Car runs extremely strong I just want to line out the little details. Car was tuned at Icon I believe.
