Hooker header install question

I was putting my headers on and the dipstick tube didnt want to go over or under the #6 header tube. I bent the tube out and in an s shape but the stick goes in hard. How is this tube routed around the header? over or under????

Thanks for any insight on this.

It shouldnt go around that primary. It should go between it and the block actually.
