Default Limiter

On the OBD1 LT1, does the RPM limiter work via with fuel cut off or ignition cut off?

Thanks guys. The reason for the question is that the LTCC system I just installed has a rev limiter leading me to think the stock limiter was by ignition and that by installing the LTCC, I had bypassed it.

What you want to do it get the limiter in the pcm set high and set the ignition based one lower.
