Im lookin for an engine builder, preferably in Texas, that i can send my car, a 97 T/A WS6 to and have him take my engine out and turn it into a good 383 stroker using my block and heads. Any suggestions?

Do you have decent heads already or are you looking to have the same shop handle porting? If the answer to both is no then forget it. Stock unported heads on a stroker is a recipe for lots of wasted money and a slow car, airflow makes power not cubes. Cubes can have many effects I am not saying cubes are bad or anything just that you can gain a MASSIVE amount with heads and cam on a stock shortblock and will gain little if you put stock heads on a stroker shortblock.
Right now my car makes something near 400rwhp the b-bodies came with about 220rwhp, still using a stock 350 shortblock topped with ported GM heads and a complimentary cam as well as boltons.

i am planning on putting a better cam, pistons, connecting rods and a crank in. but i wanted to try and save a little bit of money by using the stock heads and just porting them. this project is actually my graduation gift from my entire family so all i have to do is find a good shop thats willing to do it.

The stock heads are a great platform to start from, just have to let the right guys work on them.
When talking labor too a proper build with head work and installation is going to be probably a couple times what the car is worth.
I don't know what your budget is but start researching heads and cam only and see if you have anything left to spend.
