Default dragging starter, lossing volts when starting

i have a new starter and battery. i have 12 volts at the battery and starter but when i try to start it the volt gauge inside the car reads 7-8 volts and the starter drags real slow. i even tried a battery charger on start mode and same thing???

i took out all the plugs and rotated the motor by hand and it spins freely, its not locked up whats the problem?wiring? but where?

Charge the battey in Full and see if the Battery is going to Hold Voltage (what battery do you have??)
What Starter do you have GM, Autozone ,etc.
When you turn the key for accesories does everything light up and do you hear the Fuel pump Priming???
How old are the Wire connections and have you ever messed with them??

the battery is ac delco and is fully charged
have have a brand new autozone starter
when i turn the key on yes everything lights up and i hear the fuel pump prime
never messed with wiring
