Open or closed?????

REVISED -Open or closed????? Just got my LT1 back from the machinist. He was to install the brass & screwin plugs, however, I noticed two holes left unplugged. They are the two ~ 7/8" openoings on either side of the WATER PUMP gear at the top front of the engine. Are these supposed to be left open or plugged? If plugged and you have a picture showing that please attach it thanks! I can't wait to get this stroker running this weekend.
