Starter, Fuel Pump, or both?

Starter, Fuel Pump, or both? my T/A was in storage for about 4 months and when i brought it out it took 2-3 long cranks to get it to start..once it started it was fine.. that was about a week ago..
then this morning it wouldnt start again.. after 3-4 long cranks i shut off the ignition and then turned it back on and it fired right up...this would lead me to believe the fuel pump as i dont know if i heard the pump kick on or not...
but then this afternoon i went to start it, and it acted almost like a dead battery (like a bad spot on the starter where it just kind of wouldnt turn the starter) i second turn of the key started it right up....
does this sound like 2 separate issues? or could the starter be going bad and sometimes having a bad spot as well as not providing the proper spark?
