Yes, it is a safety feature. The refrigerant circulates lubricant (oil) for the compressor and all the seals. If no refrigerant is circulating, the compressor is not lubricated, and, well, you can guess what would happen.
The dryer location? Hmmm, let me check.

Let me see if I can visually locate the switch on my system. To be quite honest, I never looked for it on this car. It will be in line somewhere, and it will have at least one, most likely two, wires going to it.

What about the dryer, where is it located?? Do you think all the seals are gone too and i need to replace them as well

First, the only way you can tell if the seals are leaking is to put a can of leak detector in. When you have it filled, you can ask them to do that for you. Probably for an extra charge, as it also costs them more.
As to the location of the dryer, that one was easy. It is just behind your battery, on the passenger's side. It is a silver cylinder, about 6.5" tall, with the top 1.5" or so being smaller than the bottom portion. It has two lines connected to it, one going forward to the condensor, the other going to the rear. The lines are metal. This info is all based on my 97, which I am presuming to be the same as your 95.
Sara Lou can probably tell you where to get them; probably the same sources she posted earlier in this thread.

oh i know where that is..duh...i always wondered what it was..well maybe I can replace it and have it vac'd out and it will work..hoep the compressor is still good

Be sure and make sure that the replacement part matches the one on the car, prior to removing the old one. And personally, I would make the appointment first, replace the unit, and drive right over there to get it put on the vacuum pump.
