i have a 96 formula with stock exhaust with a flowmaster welded in. it has dual split tips with rolled edges. i dont really like the gurgly baffled sound it makes. if i cut the pipes right before the tips will that sound go away?

Nope, it is the chambering of the flowmaster that does it, any exhaust you get will have the same effect, but some tone it down or change the gurgle to a sound you might prefer.
