You really have to look into the future and decide what your trying to build. Most people will tell you to start off with some long tubes and cold air intake. You could always go cam only or just spray the thing. Some *** holes on here will tell you to "Use the ****** SEARCH dumbass!" lol but that kinda **** gets on my nerves so first try and explain what your trying to accomplish, whether or not its your daily driver, auto or manual.... just some general info about your plans and hopefully some of the guys on here will cut you some slack and help you out.

yeah i was picking, my opinion... if i was in an a4 car i would do a set of longtubes, exhaust, gears and stall... but between all of those stated above thats over 800.00 ^^ like he said, its all what you want to do and where you want to end up. hell, some would say do wheels and system first. haha

Long tube headers, y-pipe, catback, cold air intake should be about 800 if youshop around

after those i'd throw a cam in it.

Gears. If your 2.73s suck as much as mine do, you'll wish you did them first. After that, I would do exhaust/CAI then stall.

i say cam, gears, and spray if your doing the installation yourself. but then again, if your asking us what to do, you're probably not installing the stuff yourself.

I'd start out with a Catback and CAI or maybe instead a Stall which would really wake the car up some.

Most power for the money? Lets see... lets see..

Chop your exhaust right before the muffler.. take the muffler off, lose the weight, free up exhaust. Gut your cat. (muffler shop by my house charges about 5$ per cut, you would need 3) then the two weld points to put the gutted cat back on.

Or just chop off from the cat heh.. 5$!

25-30$

Used cold air intake.. 100$? or make one for 25$.

Used longtubes(pacesetter)

200$

Used nitrous kit 400~?

Something like that.

On my budget 96 camaro a couple years ago i went the nitrous route which is by far the best bang for the buck. I went zex on that car but on my 2000 i went with the harris speed works kit which is a great kit at a better price. Put a cutout after the y pipe and gut the cats. I never had headers on my car and didn't really see the need for them. You can put money into a good set of tires that will lower your 60' a heck of a lot more then headers ever will while staying in your budget. Just know that usually going cheap won't look to appealing to the eyes but it gets the job done!
