will a built 1995 LT1 block handle 650'sh RWHP ? or will it blow up?

Block is not a limitation with that number.

as stated you have a lot to worry about blowing up before the block, eg the anemic rear end

The block will be fine as long as it has good internals. At that level a 4-bolt main would be a good idea also. Not required, but a good idea.

If it is a built engine with "race" oriented block prep it will be fine, at thatr level you have high reccomendations:

1)(stated above) 4 bolt main, 2 bolt splayed

2)Studded mains

3) Improved oiling mods to the valley

4) possibly block filler

Things of that nature. When you go above 500, theese things are what come into play, there are allot of other things also.
