What is your problem not passing emissions with manifolds and stock exhaust? Shouldnt have a problem unless you have bad cats/ses light. If your having some kind of problem that you dont know throw in a bottle of guaranteed to pass see if that works.

this post reminds me of this picture
anyways, my 2 cents is to find someone who is lenient on certain performance stuff, they are out there you just need to find them
its good to be buddies with them too, I know while I worked at a Pepboys I made lots of friends with the techs in the garage and now whenever I need something I just call them up, e.g. pass inspection
now if you have a state imposed emissions where the state tests the car, good luck because thats a tough situation

fix your cats if they are bad then you will pass. what were your emissions readings? that would be very useful info here.

Well if the SES light is on that is an automatic fail. At least in CT. Now if its a bad cat...you should get a sulfur eggish smell coming out of the exhaust that is usually associated with a bad cat. If the SES light is on get your hands on a code scanner...can be used for free from a place like advanced that will let you know.
SES could be a number of things, 02 sensor, bad cat, bad/malfunctioning egr..
