Well, "easier to mod" is quite vague. Do you mean the computer, or the motor? The motor is basically the same OBD1 or 2.
If you mean the computer, 93 is alone with having an ECM instead of a PCM. They don't require much for software to tune, but you need to have whatever file you do make up, burned to a new EPROM and then install it (burners run $100~). The 94+ are PCM, and they have EEPROMs that you tune via a laptop, but the software for that I believe is like $300+, and you need a computer, as well as a ALDL cable ($60+). Most people prefer the OBD1 systems, and there are quite a few OBD2 people that convert to OBD1.

Obd1 is easier to tune and the software is cheaper. 94-95 software costs the same as 93 (if you use tunercat), but 93 you have to get a chip burner also. obd2 software is more (lt1edit).
The main advantage of obd2 is if you live in an emissions area, it is much easier to pass inspection.

I also was told that once you start really mod'ing the car, cam, heads, etc. The OBD1 will typically allow the car to make more power than the same setup on an OBDII. Something about OBDII not liking heavy mods.
Curious if others have heard this also?
Ive been looking for a deal on an OBDI to prove it right or wrong.
