ABS Inop Light on dash

What is generally the cause for this light. I removed my engine through the bottom and hooked up both the ABS sensor lines and bleed the brakes but I still have this light.

The reluctor ring in the rear end probably doesnt have the sensor plugged in on top of the axle or else someone rebuilt the rear without the reluctor ring inside.
