Default Missing and rich after cam swap

I just got my 96 Formula back together after installing a CC503 cam, lifters, 1.6 Roller rockers, Crane 10308-1 springs, etc.
I went to start it and she fired right up. It was running rough and threw a DTC right away. The DTC was 0300. I kept it running at 2000 RPM for a few minutes and it started smoking. Gas was dripping out of the exhaust when I shut it off.
Right now I don't know what's wrong. I've got a valve cover off and I'm checking the rocker arm adjustment.
Here's a pic of the #1 plug.

Rockers could be too tight, or one of the Plug Wires may not have been attached all the way..

It seems that I've got some sticking injectors. Everything else checks out and it runs great when the RPMs get past 3000. The injectors were sitting on the bench for over a month while I worked on the car. Has anyone else had this problem? The injectors were fine before.
