TPS sensor bad

Really wierd and help me out if you can. I recently replaced my tp sensor cause the OBD I code was 22 which is grounded wide open throttle circuit anyways i bought a new tp sensor installed an it quit idling funny an everthing. Well today i was going down the road an i turned the cruise control on going about 50ish. turned it off an pushed in the clutch put it in neutruel an it rev at 2000 wright on. Is my tps defective or what. Also whats a pcv valve an will i gain nay horse by puting breathers on my car besides looking cool.

i mean i bought a new tps sensor an put it in after it acted funny but it was jusr weird
