Default Help With LT1 Diagnostics? Date Inside

I hooked up the Tech 2 to the car today and made some runs w/ and w/o cutout open and took some readings I know the knock is giving me problems and my car is dieng for fuel.
Desired Idle = 650 rpm
MAF (Idle) = 3.20-3.80 g/s
MAF (2k rev held) = 13.6-14.2 g/s
MAP Idle = 1.30- 1.40 volts
LT FT Bank 1 & 2 = 25%
ST FT Bank 1 & 2 (Idle) = 39%+++ Would go as high as 51%
ST FT Bank 1 & 2 (WOT RUN) = 15-21%
Injector PWM Avg. = 2.8-3.1 ms
Knock (WOT RUN) = 9-15 degrees
Knock Count = 13,072 counts

Codes:
P1040 = H02S Circuit Insufficient Activity Bank 1 Sesnor 2
P1060 = H02S Circuit Insufficient Activity Bank 2 Sesnor 2
P0171 = Fuel Trim System Lean Bank 1
P0174 = Fuel Trim System Lean Bank 2
P0400 = EGR System Malfunction
P1441 = EVAP Monitor Circuit High Voltage During Non-Purge

What Have You!?!?!?

Now I know that my 02 codes are because of no cats, and no 02 sensors being plugged in, the EGR code is because there is no more EGR on the car any more.
But looks like my car is hurting for fuel could this be solved by a MADZ28 tune?

Car has good fuel pressure, new fuel filter (3k miles ago) had a Motorvac done to it, I cleaned out my whole intake system (filter/throttle body)

you are supposed to get the egr tuned out of the pcm if you delete it.
