With engine running apply vaccum to the diapgram vaccum port, the more you apply, the more the engine will stumble untill it finally stalls. If it does not hold vaccum the valve's diapgram is bad. If it does hold a vaccum and the engine does not stumble or stall whit 10 or more inches of vaccum then the valve or the intake is probably clogged. To check the solenoid I usually use the Genisys. You can do a EGR duty cycle test with the scan tool. Or you can hook a vaccum gauge to the supply line after the solenoid and have someone do a brake stand and you should see some vaccum going to the EGR valve. Usually if there is a EGR problem the MIL will light.
