350 to 383 cost?
You understand that stock untouched heads will make it a turd??
Displacement does not make power, airflow does and if you don't have the flow to feed the displacement you have an expensive mistake.
I understand doing a stroker shortblock before everything else is ready in a case like this where you are saying it is a repair. Just want to make sure you understand simply adding 33ci is not going to be worth much if any power without the supporting parts.
That said you could throw together something cheap and servicable for maybe about $3000 in the bottomend, figure at least that much again topend if you want to do that right and then figure in some extra for surprises.
You can do a budget 355 reusing the stock crank for a good bit less than you can a 383 and long as you keep the cam moderate can have a huge amount more power than stock and still be drivable.
If not prepared to spend $2000 on the rotating assembly alone without machine work and such for the block then just do something reusing the stock crank.
