Tick speed bleeder.
I crack it about 1/4 turn push down the clutch and it returns up by its self, fluid is moving out the end. Is that normal?

clutch pedal must be pressed, and held to the floor BEFORE you crack the bleeder open, you re tighten the bleeder, THEN LIFT the pedal back up and pump for pressure again, refill fluid as needed, and repeat those steps until you no longer hear air being evacuated, a sign that you are near completion is when only fluid is excreted.
