CAGS is a combination of VSS,TPS, MAP, MAF, and RPM. If the ECM sees that you are going slow enough and there is a relatively small change in TPS, MAP, MAF and RPM v.s. time then it enables the skip-shift solenoid. If however, you are accelerating quickly it does not enable skip-shift and allows you to select second gear.
The switch at the top is only for turning off cruise control if you press the clutch pedal. That way the ECM knows not to try to increase throttle as the car is slowing down from not having the clutch engaged. If it didn't have the switch the engine would rev up when you pressed the clutch pedal without first turning cruise control off.
