Default Wheel narrowing

Anybody have any idea where to get some wheels narrowed from 8" to 4"? And how much it would cost me?

There's a place n plymouth MI, that narrows and widens rims. Can't remember name. But at the time it was 125/rim (steel rim). Balanced perfect when they were done. Really nice guys.
