Actually, that is quite the contrary. Those offenses are Chapter 12 offenses in the Illinois Vehicle Code, which is vehicle equipment. What you were stopped for is considered probable cause stops, but it doesn't sound like thats why you were stopped. Some towns just do those stops for revenue, but that depends on each town.
