Default interest rates?

I want to refinance. I Should have done it in jan/feb when rates were in the 5.5 range. now they are back to 5.9% for a 30 year fixed

why do i keep hearing on the news how the "feds drop rates again", yet the refi rates never freakin change

Those are the rates that the Fed charges banks for loans or banks charging other banks, not for banks charging consumers for loans. Banks do have to make money somehow.
