this is illegal but plenty of strobes to hide the middle finger you're giving the camera too. I was looking up front plate law in illinois, cause no matter where I put my license it creates a large airflow problem. Anyways this type of device is mentioned and is not allowed.

of course its going to be illegal. anything that obstructs view of the license plate is. However, this would be very difficult to be caught.
