Settings:
Exposure Time (1 / Shutter Speed) = 13/10 second ===> 1.3 second
Lens F-Number / F-Stop = 8/1 ===> ƒ/8
Exposure Program = manual control (1)
ISO Speed Ratings = 100

Around 1/10 of a second should get the results you're looking for (if the car is doing about 10mph). Adjust the aperture accordingly to achieve the proper brightness. I always shoot with the ISO as low as possible: in my case that's 100.
