Early gasoline engines...
They have this three-pronged "govenor" that spins off the crank. Centrifugal force throws the three weights outwards, and it disengages the valvetrain. When the motor idles down, the weights get pulled in, the valvetrain engages, and the motor fires a few times. That's what you hear with that big green belt-driving one in the first video.

The open "hole" in the top of the engine is filled with water for cooling. It evaporates off. EDIT: You know... I just noticed there are no gas tanks on these things. I really hope cooling isn't handled by the fuel.
