Editing problems

Editing problems Ok I dont know whats going on here, I think my computer might need to be formatted finally...
Well me and some friends went out and taped some various things when we were bored and I wanted to edit it all, make it look decent.
For SOME reason now I cant edit it because no editors want to playback the video good.
Windows Movie Maker lets me edit it in a noobish manner but it will only play back the edited footage once. After that it just wont play, I have to restart the program....Very annoying trying to take a few frames out.
Adobe Premiere....lets me edit everything good, and plays back everytime, but the session window (the edited footage playback) plays VERY laggy. If I just take the video clip and play it inside premiere it plays fine.
Whats the deal? Programs, computer, or video footage? video came off the cam in mpg format (couldnt choose otherwise) but ive never had this kind of problem. Been having some video driver issues lately to that I think might be also effecting it in terms of editing.
My guess is I need to format it.
