Looking into buying a camera....
On your budget you should look into a nice point and shoot super zoom camera. I would highly recommend the Canon S5 IS. It will run you between $350-$400. IMO it's the best point and shoot camera you can get. The lens is fixed so you won't have to worry about buying more, and it has 12X zoom so you can get extremely close if you need.
I'm also assuming you are wanting a digital camera and not a film camera.
Bought my wife and my dad the 6mp canon SD camera last year, they love it, i want one myself to replace my aging point and shoot, which is a canon also. Yes I like Canon camera's.

Of course this is assuming digital.

I have a Canon S5 IS...and I can safely say, it beats the HELL out of my Nikon and lugging friggin lenses around all day. You'll never need a telephoto lens.

If you want a "top notch" camera, save up a couple hundred more bucks and go with a Rebel XT, or XTi. I bough my Canon Rebel XTi for just over $700, and it came with a Canon lense, software, and everything else needed to use the camera. For me this was a good starting point. I am saving for another lense besides the one it came with. The picture quality blows away any point and shoot, but it cost me twice as much.

to see why canon calls the S5 IS the closest thing to a DSLR but without the DSLR B.S
Here's a few pics of my cars in my sig, I took with my Canon Rebel XTi and the Canon 35-55 lense to give you an idea how they turn out.

Only if you get one of the more top end cameras like previously mentioned with a full camera body, will you have the option to get different lenses.
