With the picture open (obviously 
) go to select->all (or ctrl+A), then edit->stroke. I usually only use 3-5px border, but if you want to put your name in it, you'll prob want to go 25-35px or so (depending on the size of your name). Color is up to you, make sure its set on inside, and blending and all that is up to you. Press ok and your done!
