unstable vic called unstable vic and was a paypal issue i sent payment request to him and its being taking care of by him. Once the payment goes through I will let everyone know that vic is a stand up guy for taking care of this with me !!

any time i've had problems with paypal in the past pulling funds, all you have to give them is valid tracking info and they will close any dispute in your favor...a tracking number showing the correct address saying "delivered" is proof enough that you infact shipped him his part so therefor they shouldn't be asking you for $250.
Paypal is always changing there policys though so who knows what the process is now.
