Ever since I counter offered, he sends me bullshit PM's always about the gift card and always going even lower on the price although I refused his offer at that price. Can I block PM's from him or a warning be sent to him from the mods?

Go to "User CP" at the top left of the toolbar
Scroll to "Miscellaneous" on left sidebar
Open "Buddy / Ignore Lists"
Add board name to "ignore list" on right side menu
This will not allow you to see their posts while they are on that list, you can remove them at a later time if you want.
