Thats a Splitter, could be custom or production.

I am not into stuff like that so I do not know what manufacture that makes chin splitters for Fbodies. I always assume its RK Sports or someone like that.

That peice is fastened to the underside of the nose.

That's a 6 liter eater(6LE Designs) splitter. He is a sponsor here and spends a lot of time in the appearance section, so I would check in there.
