what is this and how does it hook up?

In the picture the thing thats circled? It looks like its grounded to the block and goes around the fuel line but it is loose when I put it on there....Please help.

I would imagine an an alternator to block ground?

That ring looks like the heat sink for the PCV valve. But it appears to be on the wrong side of the motor in that pic.

ok, had someone else put it together...., is it possible that they put the crossover tube on backwards and would this cause issues?

Yeah I believe that goes on the coolant pipe stud on the passenger side of the car.
