Bumper Cutting?

Bumper Cutting? Hello,
I own a 1999 Camaro and I wasn't exactly sure if people do this to the front bumper or if it's a aftermarket bumper, but I noticed on some peoples camaros the mid section of the bumper is cut out or it comes like that as an aftermarket bumper. The reason I ask is because I installed a grille on my camaro and it looks rather cheap with the backing of red showing through the grille.
Will that mid section have to be cut and if so, any recommendation on proper tooling to make it a good clean look?
and if it isn't a mod, any links to follow to check out the aftermarket bumper?

The ones that do not have the plastic part of the bumper are aftermarket modifications and i dont think should be done on a stock bumper, thats a major part that handles a good amount of stress. I can imagine there being some stability issues there unless you brace it well enough. I am assuming your talking about some things like this.
