Default Programmer help

I have read on here and know that most of you thing the handheld tuners are a waste of money. However I have a 2000 z28 a4 that has a bad axle bearing which the previous owner drove on for over a year so I purchased a used rear end out of a 99 ss m6 which as you know is a different gear ratio so I need to change it to correct my speedometer when I change it and even though my car I'd fairly optioned it did not come with the better tire option so I would like to reset the speed limiter from the posts I did find seemed like the diablo predator was best which brings me to my question a guy that comes into my work sometimes said he had a diablo he would sell me for $100 but I since lost his number and haven't seen him for awhile and it could be sold yesterday I found a hypertech online for $100 should I just buy it or is the diablo better enough to see if he comes back in?

People get ripped off all of the time buying used handheld tuners because after they get them they find that they've been used and are still locked to a different cars VIN. You can just get a mail order tune from one of the sponsors here for $150 or maybe less.

buying a 'used' handheld is probably the most riskiest thing you can do because if it's still locked to the previous vehicle,it's worthless to you. The diablo is much better than the hypertech,but that's based upon my hypertech is an older model and 'they' say it's been improved. Mine allowed me to change many times the rear ratio and for the 4.56s it was still 6% off. used it to change when fans come on. tried the tire diameter change to correct speedo and it did nothing for that but changed convertor lockup mph(confused by that). their 'power tune' resulted it slower ETs' and breakup at top end.

Was trying to avoid mail tune for now I bought headers and probably won't get the rest of the exhaust till later and I want to delete my air and egr is there any way to make sure it is not vin locked

no way to make sure it is not vin locked,you have to take the previous owners' word on that,and you know how honest people are.
best to buy a new one as you'll always have it for future changes.
unless you know someone with a laptop open license programming package.

In that case since I don't know anyone with an open licence package lol guess I will see if that guy comes back into my work is be way more apt to trust him than some guy on the internet thanks for all your help
