Padding under the shocks?

Padding under the shocks? While I was under the car yesterday changing my differential fluid, I noticed an old padding type stuff that was located underneath the shocks and behind the wheel. One side it was completely come and on the other side it was there. When I touched it, it just crumbled off in my hand. Is this something that should be replaced? I haven’t found anything on it at all.
