Default PCV valve question

Can someone tell me if this pcv valve installation is correct? I'm pretty sure it's not and wondering why it was installed this way?

It's missing the factory boot, elbow, and heat sink, but it's otherwise in the correct location for a 1999-2002 LS1 car.

The likely reason this was done is because the rubber elbow and boot are known to deteriorate and leak, and they cannot be bought separately from the entire PCV assembly from GM (this is costly), so many folks find other ways to bypass them once they have deteriorated.

Someone did that to make it function, which we've all done that. Slide that larger diameter thin rubber hose over it to cover it up.
