It depends where you live at man. Where I live they dont do emmissions testing, they only look for cats, and obviously either a muffler or leagal exhaust system. However, just 3 counties over they do emmisions testing. Now they are Loudoun County VA which is the fastest growing county in the US. But it all depends on the county and or state. Hell in some parts of WVa they dont check the exhaust at all, and some places will give you a hard time for any modifications.
But basically replacing the muffler should be all right.

You'll be fine. All catbacks are certified to be used on our cars. It will not make you fail the emssions test. Now if you take off the cats then you'll have problems if you can't find a friendly shop for inspections.
