hey everone my 2002 c5 corvette lights will not go down unless i lower them with the manuel ****. they do turn on and off fine just cant get them to go down. they do go up when they need to the problem again is down. any ideas

i dont think its the switch on the steering colum becuase the lights do turn on and off. what do you guys think
