Can this be done on a Fbody, and basically any other car? It looks like it could seal the filter better than the clamps on the box could...

Do you have instructions on doing the "zip tie mod".
How about pictures
What are the specs. on the zip ties?
Do you have any sources and prices on the zip ties.
I heard that NASA uses special titanium zip ties on the shuttle, would those work?

We can't do the Zip Tie mod like a C5 owner can.. (if that's what you meant)... they are able to remove the front plastic intake piece and zip tie their air filter itself to the main intake.
It 'might' work but with the angle and everything you are much better off doing the FRA thing and forgetting about trying to cobble things together with a couple ZipTies.

This is not only for vette's. I just did it to my 99 Z28! My MTI lid has never fit better! The lower air box assembly has knotches behind the clips to slide the zip ties through, and tighten around clamps.
