Temp vs. pressure

if the bottle temp is a solid 98°F even at the ends of the bottle, shouldn't the pressure be higher than 800psi? What would make it read so low with such a good temp?

the bottle has about 5lbs from a month ago. Maybe gauge went bad? Or maybe I just think I have 5lbs?
