Is a nitrous "shot" defined as HP gain to the flywheel or the rear wheels?

Thanks for the reply. That is one reason I am confused. Most people seem to agree that a 150 dry shot is about the upper limit for spraying a stock LS1/LS2....but is that referring to flywheel hp or rwhp?
