how does the length of line AFTER sullenoid effect performance?

would say a 36" line after the sullenoid hit a lot later than a 12" line?

is there a formula like Inches of line vs ms delay, or how many rpms you would miss?

Yep, hose lenght can be a tuning aid. I have used long hoses as a poor mans window switch.
