Default TPS signal question, and activation/deactivation.

I have my window switch to activate for 3,000 RPM's, and shut off at 6,500 RPM's on my 1997 A4 LT1. On the TPS, can someone tell me what the blue, black and white wires are? I currently have the system into the BLUE wire on the TPS, and I have the window switch set for it to read the throttle position from the PCM. Is that right, or is that a "hot" or "grounded" wire? I haven't sprayed yet.

What is a good RPM range, I know it's been asked a lot, but with my A4, I thought about a 3,000-6,200 RPM window. I'm not sure if I'm going to do a gear lock-out on it, what do you guys think? Should I spray in 1st or wait for 2nd?
