Default Second solenoid needed for a progressive controller?

Looking at a single nozzle dry kit + a progressive controller. I read somewhere that the use of a progressive controller with a single stage kit requires a second solenoid for safety/reliability reasons. Is this true?

Well if its a safety precaution, than I think I want one. I am trying to run every safety precaution possible. The cost of a solenoid is a lot cheaper than a new engine.
